【摘要】:ThisTechnicalReportinvestigatesandhighlightsthemainrisksassociatedwithusinglifts(elevators)fortheevacuationofpersonsinvarioustypesofemergency.Thetypesofemergencyunderstudyarisefromfire,flood,earthquake,explosion,biologicalorchemicalattack,gasleakage,lightningorstormdamageinthebuildingbeingstudiedorabuildingadjacenttoit.ThepurposeofthisTechnicalReportistoprovideaprocessformakingdecisionsrelevanttothedesignofliftsandbuildings,inordertodetermineifagivendesigncanenabletheliftsinvolvedtobeusedwithanacceptablelevelofsafety.Itisnotintendedthatallbuildingsbedesignedforallrisksand,consequently,itisnotintendedthatallliftsincorporateallfeaturesmentioned.Itistheresponsibilityofthebuildingdesignertodetermineeventsthatarelikelytooccur,giventhebuilding'simportance,function,occupancy,status,location,use,size,etc.Itisnottheresponsibilityof,norisitpossiblefor,liftmanufacturerstodeterminewhetherornotaliftcanbeusedsafelyasameansofevacuationinagivenbuilding.Itistheresponsibilityofotherpartiestomakethisdecision.Theliftmanufacturercanonlyadviseonthecapabilitiesofaparticularliftdesignorthestatusoftheliftataparticularpointintime.ThephilosophyadoptedinthisTechnicalReportcanbeappliedtoanybuilding,beitlarge,small,neworexisting.Inpractice,itsapplicationtoexistingbuildingdesignscanprovetobedifficultanduneconomicinmanyinstances.
